What is the minimum bid at an Ohio sheriff sale?

For most foreclosure sales the property cannot sell for less than two-thirds of its court-ordered appraised value (Ohio Revised Code 2329.20). If it does not sell, it is typically offered again at a second sale with no minimum, as published for each property. Source: https://codes.ohio.gov/ohio-revised-code/section-2329.20

For residential property, Ohio law sets the deposit by appraised value: $2,000 if appraised at $10,000 or less, $5,000 if over $10,000 up to $200,000, and $10,000 if over $200,000 (Ohio Revised Code 2329.211). The plaintiff/judgment creditor is not required to make a deposit. Source: https://codes.ohio.gov/ohio-revised-code/section-2329.211

Can the owner still stop the sale?
